Consultation Facilitators for the 20-Year National Development Plan (2025–2045)
Positions: 15–20 | Duration: Up to 10 weeks, starting September 2025 | Location: Across the Maldives
Background
The Government of Maldives, with the Ministry of Finance and Planning and the President’s Office, is formulating a 20-year National Development Plan (NDP) to guide the country’s sustainable growth from 2025 to 2045. This plan will shape policies, investments, and development priorities, ensuring inclusive participation from communities across all islands.
Objective
Consultation facilitators will lead inclusive, respectful, and well-structured community and sectoral discussions across the Maldives, ensuring that diverse voices inform the NDP.
Key Responsibilities
Preparation
- Attend briefing and training sessions on consultation tools and facilitation methods.
- Review background materials, including the consultation toolkit and project brief.
Facilitation
- Conduct townhall meetings and focus group discussions in assigned islands.
- Apply participatory methods to encourage broad and active participation.
- Ensure a safe, inclusive space where all participants can share openly.
- Include underrepresented voices and manage group dynamics respectfully.
- Use neutral facilitation, probing for clarity, and adapting methods to local contexts.
- Manage timing and coverage of themes effectively.
Documentation
- Provide reflective notes on discussion flow, challenges, and key insights.
- Submit daily/weekly reports and a final summary of the consultation period
Qualifications and Experience
- Bachelor’s degree or equivalent experience in facilitation, community engagement, or related fields (experience can substitute formal qualifications).
- Skills in participatory facilitation and stakeholder engagement, especially in diverse community settings.
- Fluency in Dhivehi and strong English communication skills.
- Familiarity with themes such as gender equality, human rights, disability inclusion, youth engagement, and social equity is an advantage.
- Willingness and ability to travel extensively to island communities.
- Civil servants are welcome to apply, in line with the Maldives Civil Service Regulation.
Reporting
Facilitators will report to the Fieldwork Manager and are expected to work full-time during the consultation period, with flexibility for travel and sessions outside regular working hours.
Remuneration and Benefits
A daily remuneration of MVR 800-1000 is offered, together with travel and accommodation arrangements during field visits.
